Without having visibility of the whole enterprise and the inter-relationships between its various components how can the true risks associated with a business initiative be reliably determined. With risk not fully identified how can you establish the cost of mitigation?

It is essential if risk is to be assessed that the business is provided with both necessary and sufficient information from which to work. Without access to this the decision making process will be subject to higher levels of uncertainty than is essential.
